spk_0 Hi, I'm Kim Vannell in Wongenui, New Zealand.
spk_0 It's Tuesday, October 7th.
spk_0 Today President Trump says he'll use the insurrection act of needed to get the National
spk_0 Guard into American cities, as Illinois soothes to block Trump from sending troops into Chicago.
spk_0 Israelis and Palestinians mark two years since the deadly October 7th Hamas attack, and
spk_0 France's Emmanuel Macron looks for a lifeline after his prime minister's shock resignation.
spk_0 This is Reuters World News, bringing you everything you need to know from the frontlines in
spk_0 10 minutes, 7 days a week.
spk_0 Donald Trump is using our service members as political props.
spk_0 Illinois Governor J. B. Pritzker accusing the president of unconstitutional invasion.
spk_0 The state is suing to block Trump from sending hundreds of National Guard troops into Chicago
spk_0 streets. A judge has given the administration 48 hours to respond.
spk_0 President Trump says he'll invoke the insurrection act if necessary.
spk_0 Well, I do it if it was necessary. So far it hasn't been necessary,
spk_0 but we have an insurrection act for a reason. If I had to enact it, I'd do that.
spk_0 Illinois is the fourth legal challenge Trump is facing over the use of soldiers.
spk_0 The others are Washington DC, California, and Oregon, where a federal judge has temporarily
spk_0 blocked troop deployment from any state from going into Portland. The White House isn't happy about that.
spk_0 With all due respect to that judge, I think her opinion is untethered in reality and in the law.
spk_0 White House spokesperson Caroline Leavitt there. Legal reporter Dietrich Canaut says as these
spk_0 challenges continue to play out in court, there are three issues at stake.
spk_0 The president has said that National Guard troops are needed because the situation in Chicago
spk_0 is lawless and it's violent and it's essentially a rebellion against the authority of the United
spk_0 States and that his immigration police and customs enforcement police are being stopped from doing
spk_0 their job. However, there's a longstanding principle in the US law that troops should not be used
spk_0 for civilian law enforcement purposes. So that's a big part of the legal challenge.
spk_0 The other part of the legal challenge is that the National Guard is under normal circumstances
spk_0 supposed to report to the governor of the state and to work on the state's behalf. And the third
spk_0 point is that this is really a violation of state sovereignty by sending in troops, especially
spk_0 to areas that are disfavored by Trump because of their political leanings.
spk_0 Royces has uncovered that a Trump-appointed agency head bypassed standard ethics procedures
spk_0 to accuse the president's political opponents, including federal reserve governor Lisa Cook
spk_0 of mortgage fraud. Head of the Federal Housing Finance Agency, Bill Poulte, referred cases directly
spk_0 to the Justice Department, skipping his own Inspector General. Critics say the move violates
spk_0 impartiality rules and could undermine due process. Talks aimed at ending the Warren Gaza are
spk_0 continuing in Egypt with Israeli and Hamas delegations back at the table for a second day in
spk_0 Charmel Shake. It's the closest the sides have come to a deal in two years of war. And while
spk_0 their support for President Trump's ceasefire plan, those familiar with the talk say key issues
spk_0 remain unresolved. Hamas wants guarantees on a full Israeli withdrawal and a permanent ceasefire.
spk_0 Israel remains focused on hostage releases and security buffers.
spk_0 All of this is unfolding on a painful anniversary, two years since the Hamas attack on October
spk_0 7 at Trigget the War. My son, which was eight years old, he stood behind me and he asked me if
spk_0 we are going to die. Tal Shaham, his wife and two children, were among those taken hostage by Hamas
spk_0 while his family was released in the first hostage exchange. He was held captive for 505 days.
spk_0 He says the memories of being beaten and psychologically tortured remain raw.
spk_0 They entered a few times and told us that one of us need to die and we can choose who it would be.
spk_0 As a result of his experience, Charmel doesn't think lasting peace between Israel and Palestinians
spk_0 will ever happen. After I saw the magnitude of hatred that they grew up upon and they are growing
spk_0 their children upon, it's really clear that at least in our generation it won't be possible.
spk_0 In Gaza meanwhile, the war has raged so long that there are toddlers who know nothing else,
spk_0 like Uday and Hamza Abu Adha who were born shortly after the war began. Their father was killed while
spk_0 trying to buy food for the family and they've lost their home twice. Now they live in a tent on a beach
spk_0 with the constant sound of drones, war planes and bombs falling. The boys are so traumatized that one
spk_0 isn't walking and the other isn't speaking. Their mother is scared the war will never end.
spk_0 Gaza help authorities say more than 67,000 Palestinians have died, mostly women and children.
spk_0 Swedish campaign aggressive Tundberg arriving in Greece to a huge crowd after she and hundreds of
spk_0 other activists were captured by Israel at sea. They were part of an aid flotilla trying to get
spk_0 supplies to Gaza. Tundberg rejected calls from the crowd that she's a hero.
spk_0 We have to do it very minimum. Almost 500 people from dozens of boats were taken off the coast
spk_0 of Gaza and detained. Israel has so far deported almost 350 of them.
spk_0 French President Emmanuel Macron's hold on power is in question after the resignation of
spk_0 Bastion Likonu, his fifth Prime Minister in two years. In a last ditch attempt to stop the
spk_0 government falling apart, Macron has given Likonu two days to try and get lawmakers on board with
spk_0 his cabinet appointments. Royces, senior correspondent Elizabeth Pino in Paris says if Likonu fails,
spk_0 Macron has few options left. He can name a new Prime Minister, maybe name a Prime Minister from
spk_0 the left, which he has not done since the snap election. The left parties had no majority,
spk_0 but they were ahead of his elections. He could decide to provoke a new snap election. That's what
spk_0 some people in the conservative party is asking. Also at the Hassan-Lumon National at Marine
spk_0 Le Pen's party. Marine Le Pen's party is really hoping to come into power. Another option for
spk_0 Emmanuel Macron is to resign, which has never happened in the recent history in France. He
spk_0 really said he wouldn't do that, but considering the situation, which is very tricky, and the idea
spk_0 of a resignation is coming back in the debate. Democrats are scrambling to reconnect with young men,
spk_0 a group that swung toward Donald Trump in 2024 and could tip the scales in next year's fight
spk_0 for Congress. But with no clear strategy and party inside is divided, the GOP is surging ahead,
spk_0 especially after the assassination of activist Charlie Kirk. Here's National Affairs reporter
spk_0 Helen Costa. Democrats are really starting from scratch when it comes to getting their candidates
spk_0 in these not necessarily political spaces, but cultural spaces where young men are. So you might
spk_0 have heard about AOC on Twitch a few years ago being with streamers there. They're trying to do more
spk_0 of that. They're also trying to get some of their elected officials like Gavin Newsome and others
spk_0 in more spaces where conservatives already exist. In spaces where they can spar with rightly
spk_0 and in host the ideas, let's go toward these conservatives already are. Let's not shy away from them.
spk_0 Helen says the catch up is particularly important for Democrats with conservatives seeing a surge
spk_0 in support following the assassination of Charlie Kirk. The responses, death really shows
spk_0 what a force he and turning point have been for the Republican Party. After he died, turning point
spk_0 saw this big uptick in request to start chapters on college campuses. It shows that this is a group
spk_0 that is not slowing down after this tragedy. Paramount has named Barry Weiss editor-in-chief of CBS news.
spk_0 The move comes as part of a $150 million deal to acquire the free press, the online news site Weiss
spk_0 founded. Weiss is a former opinion writer for the New York Times and Wall Street Journal, known for
spk_0 challenging progressive narratives. Paramount is betting that Weiss and outsider with billionaire ties
spk_0 can help modernize CBS news, which currently ranks third among US broadcast networks.
spk_0 And for today's recommended read, Nobel Prize week has kicked off, starting with the Nobel
spk_0 Prize in medicine. Awarded to the researchers who advanced discoveries at how the immune system
spk_0 avoids attacking healthy cells. Their work could lead to new treatments for autoimmune diseases
spk_0 and cancer. You can read all about that and keep on top of all of the rest of the week's Nobel
